Abstract
Study compares the effectiveness of state-paid versus offender-paid EM programs used by the Georgia State Board of Pardons and Paroles. The sample consisted of all parolees placed on EM during a 7 month period in 1 999 (n=1 ,516). The follow-up period ranged from 9 to 15 months. Outcomes examined were whether the parolee successfully completed EM, was arrested, or was returned to prison. Regression findings indicated that after control ling for demographic and criminal history characteristics, parolees in the state-funded EM compared to the offender-funded program were more likely to be arrested, but were not more likely to complete EM or return to prison.
