Are Russian Farms Efficient?

Abstract

Using a large sample of farms in Volgograd province over a three year period (1988-1990), farm performance is examined using a stochastic production frontier method. Along with the widespread shortages of labor and machinery known to be endemic to the Soviet agriculture sector, the relative efficiency of farms is found to vary considerably within soil/climatic zones.
