Abstract
In 2012, the Florida Legislature merged three statewide, government-established consortia. The College Center for Library Automation (CCLA), the Florida Center for Library Automation (FCLA), and the Florida Distance Learning Consortium (FDLC), and a fourth entity, a statewide database for higher education course information, FACTS.org, were merged to form the Florida Virtual Campus (FLVC). This chapter gives the history of the merger, outlines the Florida Legislature’s goals in merging these three statewide consortia, and presents best practices in a consortial merger based on literature and experience.
