N2 - How to transform "resources" into "capabilities", further into "competitiveness" becomes an increasingly concerned subject in industrial circles as well as in academic circles. Nowadays, international technology transfer provides rich channels for the latecomer firm acquiring external technical resources. Nevertheless, the acquisition of mature technology just to boost production capability and product quality contributes very little to the development of indigenous innovative capabilities. To deal with the mentioned puzzle hereinbefore, latecomer firm need to resolve two issues: how to acquire technological resources effectively and how to cultivate indigenous innovative capabilities on the basis of internal and external resources. Through deliberate typical case selection, we investigate CTG deeply on its evolutionary trajectory of technological capability, which traces to the transferring of external technological resources from several countries. This article gains some valuable conclusions for the import-led technological capabilities development of latecomer firms.
